The City of Fremantle Council faced significant challenges emerging from COVID. The pandemic negatively impacted employee retention and a loss of institutional knowledge.

As Government services were resurrected in full, there was a need to deliver change more effectively. The routine of operational staff was severely disrupted, and coupled with continuous transformation in the way Council needed to deliver services to its citizens, the environment needed to operationalise their delivery of change. But trying to do too much, too quickly could hamper innovation and lead to unrest in the workforce.

The Council needed a better solution. A future fit change capability that could deliver effectively and efficiently.

Kath Philp, newly arrived from the East Coast, was tasked with building the future fit change capability at the Council.

Challenges identified in building change capability:

  1. New remote ways of working including the delivering of training and strategy via online meetings and clouds systems.
  2. Organisational structures needed to change but the communication and steps needed to deliver this needed to change as well.
  3. The organisation wanted to have a consistent and measurable approach to understand and support how their staff receive change.

Why ChangePlan

ChangePlan was recommended to Kath by a former colleague. ChangePlan’s initial appeal to Kath was its intuitive UI design, and the impression that it was built by professionals with a deep understanding of change management.

Implementation

Change impacts of over 50+ projects now visible: The ability to sequence and reschedule and projects based on clear data about stakeholder impacts helped prevent change collision, ensuring smoother project delivery.

EXAMPLE

How Fremantle used ChangePlan to prevent saturation & mitigate people risks

Two upcoming projects within the City of Fremantle Council involved changes that both affected their finance team. As these projects were planned by separate teams, there was little consideration given to the effects that time away from BAU work from change management activities may incur.

Using ChangePlan’s automated ‘Activity burden’ heatmap report, Kath was able to identify time periods in which change activities including communications and training for the two projects were requiring significant time away from regular work from the Finance team.

Kath was able to advise the project team of the potential problems and suggest a minor rescheduling of the projects to ensure change activity load did not overwhelm stakeholders. This mitigated project adoption risks, resulting in a smooth delivery.
